Click on Start button then go to Control Panel >> Programs >> Programs and Features >> click on Turn Windows features ON or OFF on left side of he screen. Windows Features window pop-up>>scroll down and select Telnet Client and click on OK button. it will take some time to enable this Feature. You have done it. Check the telnet now.
